METROPOLITAN COURT PROGRAMS AND OPERATIONS MANAGER
Working Title: Chief Specialty Courts Officer

Pay Range: $28.690 – $35.863 Probation Specialty Courts Division or as assigned
Essential Tasks: This position will manage and supervise specialty court programs including Homeless Court Program, the Clinical Services
Department, Mental Health Court and Services, Competency Court, the Healing to Wellness Court Program, and two Domestic Violence programs.
Duties will include overseeing and understanding the essential functions involved with specialty courts including budgetary requirements and grant
monies associated with these programs. Have experience and a working knowledge of how the judicial system works. This position will coordinate
and assist with all programs within the Court; provide timely delivery of service and meet project deadlines; identify program-defined valued
outcomes for participants and community; build and motivate a strong support team; maintain inter-agency cooperation, communication and support;
create and maintain problem-solving team(s); prepare materials for training and educational programs; develop, revise and implement policies and
procedures manual; schedule, organize and facilitate progress, policies and issues meetings; make formal presentations; serve on committees;
maintain collaborative network of participants; serve as liaison to courts; assist in budget preparation and expenditure projections; assure program’s
statutory and budgetary compliance; research and prepare application for grants; oversee program contracts and monitor contractors’ compliance;
maintain, analyze and disseminate pertinent statistical reports. Assign and approve work of others, train employees and provide formal and informal
feedback on performance. May attend legislative hearings and/or address legislators with regard to program strategy and budgetary requirements.
Have knowledge and experience with RFP and procurement code. May perform other duties as assigned to meet the Court’s operational needs. A

Minimum Qualifications: Education: Bachelors’ degree from an accredited college or university in Criminal Justice, Public or Business
Administration, Social Work or a related field. Education Substitution: Four (4) years’ of directly related or relevant experience may substitute on a
year for year basis. Experience: Eight (8) years’ of program management experience, which must include two (2) years’ of contract oversight and
three (3) years’ of supervisory experience. Relevant experience may include: public or business administration, budget, finance, social services,
social work, social sciences, mediation, grant writing, guidance and counseling, law, probation, program management, adult education, training,
volunteer programs or closely related field. Experience Substitution: Additional relevant education may substitute for experience at a rate of thirty
(30) semester credit hours’ equals one year of experience. Education may not substitute for supervisory experience. Supervisory Substitution:
Leadworker duties may be considered on a prorated basis for supervisory experience at a rate of one (1) year of performing leadworker duties equals
six (6) months of supervisory experience. Education may not substitute for supervisory experience. Other: May be required to obtain and maintain
National Crime Information Center (NCIC) certification. A post-offer background history and fingerprint check is required. Post-offer
background history and fingerprint check is required. The New Mexico Judicial Branch is requiring full vaccination status as a condition of
employment to being hired into the judiciary. Fully vaccinated means two weeks beyond the second Moderna or Pfizer vaccination or single
dose of the Johnson and Johnson vaccination, and if eligible, must have received the COVID-19 Booster.
Working Conditions: The following functions are representative, but not all-inclusive of the work environment and physical demands an employee
may expect to encounter in performing tasks assigned to this job. Work is performed in an office or court setting. A valid driver's license and travel
may be required. The assigned work schedule may include nights, weekends, holidays and overtime. The employee must regularly interact positively
with co-workers, clients, the public, and judges and justices.
