Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Financial Analyst, you will:
Perform complex technical review and analysis of financial data reported on various documents such as budgets, requisitions, year-end settlement and financial statements, and voucher assistance payments.
Recommend creative solutions to complex financial problems and takes an active role in implementing needed changes to resolve the identified issue.
Serve as a team or project lead and or subject matter expert. Initiates and participates in complex and team assignments as needed to deal with cross cutting financial management issues.
Assist the FMC Director, subordinate supervisor or Division Director in monitoring and evaluating Management or performance Plan goals, including input and feedback into the development and analysis of complex diagnostic data.
Prepare and submit various statistical, programmatic and administrative written reports, evaluations, plans and strategies on problems, issues, budgets, training needs assessment, travel and most effective utilization of resources.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:

  • Modeling, managing, and analyzing large volumes of financial data; AND
  • Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND
  • Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB).

  • Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND
  • Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
A one year probationary period may be required.

Public Trust - Background Investigation will be required.
