We are looking to find a highly qualified leader to serve as the Department’s Administrative Consultant for Federal Programs in the School Improvement Bureau. This person will provide key leadership and oversight for federal title programs managed by the Department including Title IA - Basic Programs, Title IA - School Improvement, Title IC - Migrant, Title ID - Neglected and Delinquent, Title IIA - Teacher Quality, Title III - English Learners and Immigrants, Title IVA - Student Support and Academic Enrichment, Title IVB - 21st Century Community Learning Centers, and McKinney-Vento homeless education program.

Your Responsibilities:
50%: Providing leadership for the education program consultants for each of the Title programs by reviewing work products and offering support as needed;
Ensuring that the State, area education agencies (AEAs), and local education agencies (LEAs) are in compliance with federal laws and regulations;
Standardizing and improving practices across all Title programs;
Implementing a federal programs risk assessment to inform compliance and support needs in the field;
Assisting with the calculation of allocations and reviewing LEA and AEA claims;
20%: Reviewing Title IA application, budgets, and assurances and providing technical assistance to LEAs;
20%: Supporting the use of a multi-tiered system of support (MTSS) and other evidence-based practices;
10%: Serving as a member of the Bureau of School Improvement leadership team including engaging in planning and problem-solving and assisting the Bureau Chief with non-supervisory administrative tasks.

Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday with opportunity for hybrid remote work schedule after 6-month probationary period; occasional in-state and out-of-state travel

A successful candidate will bring or have the ability and desire to learn:
Passion for pursuing common goals in pursuit of public service
Knowledge of Federal Title Programs and the Every Student Succeeds Act (ESSA)
Experience with implementation of federal programs at a state, area education agency, or school district level including submitting applications and data, and monitoring for compliance and effectiveness.
Experience managing projects including providing day-to-day support for project teams, monitoring team work plans, prioritizing work, and assisting in meeting deadlines.
Excellent written, verbal and interpersonal communication skills.
Strategic and analytical mindset
Ability to work in complex situations and meet deadlines while leading teams as a non-traditional leader (no supervisory authority)
Experience providing technical assistance and professional learning to educators
Ability to interpret and break down highly technical or regulatory language, and present information in an understandable manner
Ability to manage self in relation to prioritization and time management
Desire to work with diverse teams and stakeholders

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
