Position Information
Assists in managing or directing a major organizational division of a City department; assists in carrying out the objectives and goals of the department through subordinate managers and supervisors; and performs other related duties as required.
Current vacancy: The current vacancy is with the Department of Facility Maintenance, Storm Water Quality Division. Performs as full assistant to the Program Administrator in the direction and control of all operations in the Storm Water Quality (SWQ) Division through subordinate managers, supervisors, and administrative staff, to plan, develop, and carry out department- and City-wide goals, objectives, and programs related to Environmental Protection Agency (EPA) laws and mandated National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit programs on behalf of the City and department to reduce/prevent the discharge of pollutants into the City's MS4. Serves as a subject matter expert for NPDES compliance and recommendations for the City involving matters with the State and/or Federal Agencies and other municipalities.
Special Work Requirements: Operation of a vehicle to perform fieldwork. Exposure to traffic hazards, climb into streams for sampling, moderate lifting, and carrying of equipment (15-50 pounds); exposure and handling of chemicals and reagents; walking on uneven and obstructed surfaces such as platforms, stream beds, construction sites, etc. Enter sites for inspections, including high to medium security areas for inspection of temporary and permanent treatment and source control systems during construction and post-construction phases of a project. Field inspections of regulated facilities for both commercial and industrial-related activities. Open manhole covers, gratings, and other storm drainage structures. May also require overtime work, including weekends, holidays, and after-hours for investigations, field sampling and assisting with presentations to community groups. Proficient knowledge of GIS software, POSSE, AutoCAD, CloudCompli, CityWorks, and Microsoft Access asset management and database programs, or other similar type programs, and Environmental Protection Agency (EPA) Better Assessment Science Integrating Point and Non-Point Sources (BASINS), Hydrologic Simulation Program Fortan (HSPF), P-LOAD, Non-Point Source Pollution and Erosion Comparison Tool (NSPECT), EPA Sustain BMP Toolbox, and Revised Universal Soil Loss Equation, Version 2 (RUSLE2) hydrologic modeling programs.

Minimum Qualification Requirements
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor's degree.
Work Experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:
Three years of professional administrative and/or management experience related to storm water management and National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit compliance, monitoring, and reporting.
NONQUALIFYING EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:
Valid driver's license (type 3/automobile), prior to appointment.
