Summary Description

Under the general direction of the Community Development Manager/Chief Planner, works closely with all City Departments to investigate potential violations of City ordinances, policies and regulations and initiates appropriate abatement and/or enforcement actions. Advises the public on code compliant solutions to problems found in the field and seeks compliance with the intent and purpose of model code and standards.

Routine Job Duties/Responsibilities

Receives complaints and conducts field investigations of possible violations of the City’s ordinances, policies, and regulations for residential, commercial, and industrial property.
Gathers evidence, conducts interviews, documents and photographs evidence, compares facts to code requirements, and makes findings. Identifies corrective action(s) to be taken, issues notices of violation, and enforces any available mitigation measures. Performs follow-up investigations to ensure remedies have been taken.
Coordinates investigation and code enforcement activities.
Maintains a permanent database of all code enforcement activities, including copies of correspondence, notification, investigative reports, and administrative citations. Prepare and submit reports, legal documents, memos, and letters as required.
Prepares case information for and presents evidence at appeal hearings and other legal proceedings on behalf of the City.
Distributes educational materials to the public to create awareness of City ordinances, policies, and regulations. Maintains effective working relationships with citizens, property owners, and City employees.
Assures that all work performed meets the City’s standards for customer service, accuracy, quality, and efficiency.
Assures that the City’s mission, goals and objectives are fully supported and initiated.

Periodic Job Duties/Responsibilities

Assists with application review and permit issuance for sign and fencing applications as needed.
Conducts rental inspections in compliance with the housing code as needed.
Attends workshops, meetings, and various seminars relating to code enforcement as needed.
Performs other duties and responsibilities as assigned.

Typical Qualifications

Any combination of education and experience providing the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:

High School Diploma or equivalent, and
At least 2 years of experience enforcing codes and ordinances, and
At least 2 years of experience dealing with the public.
Valid Iowa Driver’s license
Possess or obtain within 12 months from the date of hire, and maintain the certification by the International Code Council (ICC) as a Property Maintenance and Housing Inspector

Skills and Abilities:
Ability to read and interpret plans and specifications and applicable technical codes and ordinances
Ability to effectively convey information in verbal, written and graphic forms; to provide accurate guidance to the customer to resolve deficiencies and bring the structure into compliance with the appropriate codes
Ability to accurately calculate basic math and to utilize dimensions on plans to calculate permit cost, building area, various code applications and related information
Ability to establish and maintain effective work relationships, ability to negotiate potentially confrontational situations
Ability to manage multiple tasks simultaneously
Sound judgment and decision-making abilities
Ability to take initiative
Problem-solving ability
Ability to concentrate in a diverse work setting

Supplemental Information

This position is under our Civil Service testing process. For this position it will consist of a written questionnaire and an oral board interview. Those meeting minimum qualifications will be invited to complete a written questionnaire that will be emailed out to all qualified candidates. The top 20 applicants with a passing score for the written questionnaire will be invited to participate in the oral interviews. Oral interviews will be held tentatively the first week of May, 2022 Applicants with a passing score from the oral interview will be placed on the certified list of candidates eligible for hire.

The anticipated start date for one current vacancy is: July 5th, 2022.
