Duties
You will support comprehensive research, analysis, and writing and editorial services that contribute to the planning, coordination and development of publications produces by the Ted Stevens Center (TSC).
You will support development of policy, procedures, and standards for the research and analysis program.
You will conduct research and analysis support for other Ted Stevens Center divisions and oversees library services.
You will be responsible to the Administrator of Research and Analysis for all aspects of the Ted Stevens Center research and analysis program.
You will support objectives, design and justification for research and analysis.
You will build and maintain a world class Arctic security library to support research and analysis, the School of Artic and Climate Studies (SACS), and Ted Stevens Center team.
You will ensure support for continued professional development and growth of School of Artic and Climate Studies faculty.
You will support requirements for the TSC Library and in conjunction with the Supervisor of Operations, integrates library resources to meet the needs of the SACS faculty, TSC staff, as well as Affiliates and Student Interns.
You will support requirements for library resources into the TSC?s overall effort to accomplish the executive education mission.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Essential selection criteria:
General understanding of Arctic security dynamics including the interplay of some or all of: history, geography, environment, politics, economics, population, demographics and culture.
Knowledge of key public and private actors and networks that can contribute to developing strategies to contend with Arctic security challenges
Ability to recommend policy objectives to address Arctic security challenges
If a male born after December 31, 1959, must certify registration with the Selective Service System, or be exempt from having to do so under the Selective Service Law

Desirable selection criteria:
Experience working in multinational settings at the operational, strategic, or policy level
Education

The following are preferred attributes:
Doctoral or Master's degree in security-related field
Experience living or working in the Arctic Region
Proven ability in teaching and seminar facilitation
Proven ability to function as an effective, collaborative team member
U.S. citizen; or foreign national who has resided in the U.S. for three of the last five years and is eligible for H-1B work visa

Salary and rank are commensurate with qualifications. Salary range is $107,528 - $191,945 inclusive of locality pay (30.42%) and cost of living allowance (COLA), currently 2.48% but subject to change. All faculty at the Ted Stevens Center for Arctic Security Studies are employed on a limited term, excepted-service positions, for up to three years, with the possibility of renewal.

Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.

This position is in the excepted service and does not confer competitive status.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

The Ted Stevens Center for Arctic Security Studies (TSC) invites applicants to apply for the position of Deputy Administrator of Research & Analysis. The Deputy Administrator of Research & Analysis is responsible for supporting the Administrator of Research & Analysis in all aspects of Arctic security, North American policy, Arctic Operations and Awareness, and overseeing virtual and physical library and publications functions.

All applicants with expertise in Arctic security challenges will be considered. Priority will be given to those with particular expertise in any of the following areas:

The security implications of climate change - especially with respect to the Arctic region;
Research and/or studies into operationally relevant matters to security and defense matters
