LOCATION OF POSITION

Position is with the Department of General Services (DGS), Business Enterprise Administration, located in Baltimore, MD.

Main Purpose of Job

The mailroom is responsible for receiving, processing, and delivering all mail delivered to the Department of General Services (DGS). This position works as a mail clerk within the mailroom. The mailroom is responsible for distribution and processing of all mail totaling over 26,000 pieces of mail monthly, as well as management of contracted courier services for Annapolis and the Baltimore Metropolitan area.

POSITION DUTIES

Duties for this position include but are not limited to the following:

  • Sort and deliver mail to State agencies:
  • Use the IM5000 Postage Meter to apply postage to all outgoing mail.
  • Use the Smart Track Scanner to check-in and deliver certified mail that has been delivered by USPS.
  • Perform special courier services upon request.
  • Deliver Board of Public Works (BPW) Agenda document to the Comptroller’s Office, State House, the Treasurer and to the Board of Public Works Office in Annapolis, twice each month.
  • Deliver official records to the State Records Center in Jessup MD when a special request is received from a State agency.
  • Ensure that all mail services are provided to State agencies in accordance with established Standard Operating Procedures (SOP.)
  • Serve as a liaison to customers, including communicating with each customer regarding pick-ups and deliveries, any discrepancies in mail service and any troubleshooting issues.
  • Monitor all registered mail to ensure that each piece is accounted for in the system.
  • Collaborate/cooperate with State agencies to ensure an efficient mail distribution process that satisfies the customers.
  • Monitor the contracted courier to ensure compliance with the contract.
  • All other duties as assigned.
MINIMUM QUALIFICATIONS

Education: Completion of the eighth grade.

Experience: One year experience performing clerical duties in an office environment.

Notes:
1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate may be substituted for six months of the required experience.

3. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding all qualifications.

1. One year experience in mail room operations.
2. One year experience with Smart Tracker Scanner.
3. One year experience sorting and delivering mail to state agencies.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire. If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process. Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
