ESSENTIAL JOB FUNCTIONS: Works under the direction of the Deputy Director of Parks & Neighborhoods to monitor the City’s parks. Provides leadership, direction, and general administrative oversight to the Parks Operations and Ranger Crews. Responsible for the maintenance and safety of the City park system grounds and structures, preservation of park public spaces, and scenic environments. Recruit, hire, and train staff. Maintain accurate and current catalog of certifications for applicable. Oversees the strategic management and planning for the park system’s maintenance, arboriculture, horticulture, agronomy, and public safety programs. Review and update standard operating procedures for Park Operation and Ranger crews. Monitors staff implementation of projects throughout completion. Negotiates or recommends changes to contracts for operations if necessary. Consults with Division's budget staff to develop, review, and prepare annual budget and reports to monitor monthly expenditures and revenues. Manages operational budget and assists with the development of Capitol Improvement Projects. Recommends the purchase of operational equipment; monitors outside contracts and assists in the development of contract specifications. Coordinate, cultivate, and maintain relationships with other City divisions to facilitate repairs for major maintenance. Makes site visits in various City parks and attends meetings thoughout the City by driving to various locations. .

OTHER FUNCTIONS: 1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to operate general office equipment such as a computer and telephone. Requires ability to operate an automobile to make on-site visits. Must be able to traverse on various surfaces when conducting site visits.

TYPICAL WORKING CONDITIONS: Majority of work is performed in an office. Requires travel throughout the city to attend meetings, including meeting with citizens and elected officials, and conduct site visits. Possible exposure to dust, noise, heat, sounds and various weather conditions while conducting site visits.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Public Administration, Horticulture, Natural Sciences, or a related field of study; six (6) years of experience in Park Maintenance and or Public Safety in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Knowledge of various Federal and State programs relative to Parks and Recreation preferred. Must possess and maintain a valid driver’s license as a condition of continued employment.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
