GENERAL DESCRIPTION:
The WyomingDepartment of Corrections is seeking to fill an At-Will Employee Contract position to manage the implementation of House Enrolled Act 62 located in the Cheyenne Central Office. This act requires the Wyoming Department of Corrections and the Department of Health to collaboratively create a behavioral health services enhancement program for in-prison and community providers to improve justice-involved individuals' outcomes. The selected individual will improve the quality and accuracy of substance use assessments administered to criminal justice-involved individuals by monitoring the administration and use of assessment tools. This position is funded until June 2024

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

Establish and administer a standardized quality control program monitoring the application of standardized behavioral health assessments to treatment plans for justice-involved individuals.
Travel throughout the state to conduct audits of the application of standardized behavioral health assessments to treatment plans for justice-involved individuals against a backdrop of nationally recognized best practices.
Establish and report baseline in-prison and community contractor performance levels using standardized audit tolls and tracking movement from the baseline over time through follow-up reviews. This will involve coordinating with the Wyoming Department of Health Quality and Contract Management Units to ensure existing contractor performance evaluations are factored into audit matrices.
Coordination of training and collaboration with in-prison and in-community contract providers focused on continuous improvements in the use and application of assessment tools in client evaluation, referral, and treatment planning processes.
Coordinate with WDOC and WDH in the development and/or revision of policies and practices between the agencies as they may specifically apply to justice-involved individuals.

Qualifications

PREFERENCES:
Preference may be given to an individual with a Master's degree in behavioral health.
Preference may be given to an individual with 2 years of experience with ASI/ASAM Substance Abuse assessments, understanding of translating assessment outcomes to best clinical practices, development of baseline clinical performance, and auditing of diverse clinics to determine variance from baseline relative to the application of assessment outcomes in the creation of clinical treatment plans for justice-involved individuals.
Preference may be given to an individual current license in the State of Wyoming to provide substance abuse counseling or a current license from any State Licensing body to provide substance abuse counseling.

KNOWLEDGE:
Knowledge of Bio-Psycho-Social assessment methods.
Knowledge of ASI/ASAM and other standard assessment/placement tools.
Knowledge of addictions and change theory.
Knowledge of the criminal justice system and the Wyoming Court System.
Knowledge of treatment issues that occur with the criminal justice population and treatment approaches to address those issues.
Knowledge of state/federal statutes and regulations and department policies and procedures.
Knowledge of the principles and techniques of administering and interpreting tests.
Knowledge of research techniques and statistics
Skills in oral & written communications, grammar, and spelling.
Skills in the use of personal computers and typing.
Skills in conducting assessment interviews and making recommendations from findings.
Skills in interpersonal relations.
Skill in work organization.
Knowledge of 42CFR Part 2 and HIPAA

PHYSICAL WORKING CONDITIONS:
Travel throughout the State of Wyoming depending on assignment
Lifting/grasping up to 20 pounds without assistance on an occasional to regular basis
Walking on cement floors on an occasional to regular basis
Walking up and down stairs on an occasional basis
Stooping, bending, kneeling, crouching on an occasional basis
Reaching regularly
