The Fifth Judicial District is seeking qualified applicants to fill a full-time Court Operations Associate position in Rock County, Luverne, MN. The successful candidate will need to possess strong technical and customer service skills in a high volume, fast-paced environment which requires the ability to manage competing demands simultaneously.

Rock County is part of the Fifth Judicial Districts southwest assignment district consisting of Cottonwood, Nobles, Murray, Pipestone and Rock Counties. The primary work location for this position is the Rock County Courthouse located at 204 East Brown Street, Luverne, MN. This position may be required to travel between other counties within the Fifth Judicial District as needed. Mileage reimbursement between counties will be provided.

This position may involve responsibility for a specific area of court case processing or multiple divisions. Primary responsibilities include: advanced case processing in an electronic environment, providing exceptional customer service on the phone and in person, requires the application of independent judgment, interpretation of laws, policies, procedures and regulations based on training and knowledge gained through experience on the job.

Example of Duties

The following are examples of job duties that may be expected for these positions:

  • Performs the full scope of varied court clerical work involved in case processing on Minnesota Court Information System (MNCIS) or related technology systems.
  • Performs a high volume of telephone and counter work quickly and courteously, in accordance with data privacy regulations and the most current rules/policies; accesses information on appropriate computer system(s) to respond to questions/inquiries regarding court procedures and case status; identify/document interpretation needs.
  • Reviews legal documents for completeness, adequacy, accuracy and compliance with rules; determines processing required and takes necessary action in accordance with court rules or refers the highly complex matters to a supervisor.
  • Communicates courteously and effectively with court stakeholders and has daily contact with: judges and judicial officers while working as their assistants in court proceedings, performing in-court updating duties, and responding to requests for documents or other information; the general public, self-represented litigants, attorneys and representatives from outside agencies for the purpose of answering questions relative to court policies and procedures, providing referrals for further assistance, providing information on case status and court records, and assisting with the processing of applications and documents.
  • Generates or issues notices, subpoenas, summons, expungements, commitments, index and disposition cards, executions, levy forms, petitions, affidavits, correspondence, court calendars, orders, etc.; reviews for accuracy and completeness; secures required signatures.
  • Performs courtroom clerical duties including in-court updating; prepares case files and forms for court; checks people in and calls the calendar; sets court dates for next appearance; arranges and organizes the docket, notes continuances, makes minute and docket entries to reflect case progress; prepares and distributes dispositional orders in case management system; swears in witnesses and jury panels, takes court minutes and/or may operate electronic recorder.
  • May participate in and coordinate the scheduling and calendaring of arraignments, preliminary hearings, pre-trial conferences, continuances, trials and other matters; sends out notices; contacts attorneys and parties concerning rescheduling; makes appropriate record entries.
  • May perform financial activities within the office; receipting bail via counter and mail payments; making disposition entries and adjustments in case management systems; preparing and making bank deposits; making necessary disbursements to parties; preparing and reconciling required statements and reports; balancing tills; processing overpayments; monitoring special and restitution accounts for delinquency; and monitoring Court Payment Center holding queues.
Typical Qualifications

QUALIFICATIONS: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed. An example of an acceptable qualification for this position is:)

Minimum Qualifications:
High School Diploma or Equivalent
Six months of recent experience in the legal field or a highly technical, customer focused, administrative position
OR Equivalent education and experience

Knowledge, Skills and Abilities

Experience using electronic applications, such as Microsoft Office Suite, Adobe Acrobat, and the ability to learn job related software
Excellent communication skills, including ability to communicate effectively in writing and verbally with attorneys, court staff, judicial officers and the general public; including the handling of sensitive and confidential matters.
Experience in providing excellent customer service and interpersonal skills, including the ability to de-escalate difficult customer interactions.
Ability to prioritize and make decisions in accordance with laws, regulations and departmental policies and procedures; to read and interpret legal documents of varying type and complexity; to understand and follow oral and written instructions.
Ability to establish and maintain effective working relationships with others, team orientated with a positive attitude.

Preferred Qualifications

Associates or Bachelor's degree in Criminal Justice, Political Science, Business Administration or a related field.
Experience working in the legal field or court setting.
Extensive knowledge of current court policies, procedures, processes and terminology.
Knowledge and experience with Minnesota Court Information System (MNCIS) and eFile and Serve (EFS)
