Operations / Project Manager

Demonstrated interest in fisheries or marine science and experience balancing planning and research with managing time-sensitive contract deliverables is key.

NOAA Fisheries is responsible for the stewardship of the nation’s ocean resources and their habitat providing vital services for the nation – productive and sustainable fisheries, safe sources of seafood, the recovery and conservation of protected resources, and healthy ecosystems. Through a ProTech-Fisheries contract with NOAA, Saltwater supports NOAA’s mission by providing qualified professional, scientific and technical services through multiple contracts.

This position is based at our headquarters in Anchorage, Alaska on our ProTech-Fisheries Team which is responsible for researching and preparing proposals for ProTech bids. We build strategic partnerships with scientific experts to meet bid requirements, and we recruit the best talent for our team. Once contracts are awarded, the Anchorage ProTech-Fisheries team is responsible for managing the projects and making sure all deliverable requirements are met—on time and within budget.

Key Aspects of the Role

You will need to balance planning, research and bid development with monitoring and ensuring that the team meets deliverable requirements on all awarded contracts. You will work closely with the leadership team and report directly to the VP of Operations.

Examples of Required Tasks

Help assess bid opportunities.
Assist with outreach to potential collaborating partners.
Prepare proposals for ProTech bids including – outlining, researching content, drafting content, conducting compliance checks, and organizing ideas to create a cohesive response to bid requirements.
Create and post job announcements and recruit, interview, hire, and onboard staff.
Assist with contract management, including client communications, reporting and monitoring deliverable requirements.

Qualifications, Skills & Experience:
Background in fisheries, natural resources or marine science; relevant degree preferred.
3+ years of proposal development experience, preferably for NOAA or other government agency grants.
3+ years of project or contract management experience, preferably for NOAA or other government agency contracts.
Recruiting, interviewing other demonstrated personnel experience.
Excellent writing skills.
Strong interpersonal and communication skills.
Excellent organizational and time management skills and the ability to prioritize work to meet deadlines.
Adaptability and desire to learn.
