Duties

As a Substation Operations Specialist, you will:
Establish policies, procedures, and formal guidance on energized facility access.
Provide advice and guidance on energized facility access to others within BPA.
Research topics, assists in preparing presentation syllabuses, perfecting presentations and in delivering finished classroom instruction to personnel of all levels.
Write manuals and guidance for publication which are reflected in BPA Work Standards, Substation Operations Standards, the Rules of Conduct Handbook, and other procedures and policies.
Monitor, evaluate and audit substation operations.
Establish control, data, and indication requirements for the access to Bonneville substations.
Attend workshops, presentations, and/or briefings on technical topics related to program activities.

Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

May be required to successfully complete a probationary period.
This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period
A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as: Experience in 1) providing advice and guidance in substation operations standards, procedures, and policies, and 2) delivering classroom instruction to substation operations personnel of all levels, including chief operators, journeymen, and apprentices.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There are no specific education requirements or substitution of education for experience for this position.

How You Will Be Evaluated
