Description

This position is responsible for providing leadership, guidance and direction to help achieve the city’s vision for a more diverse, equitable and inclusive community for all. In partnership with the city’s senior leadership team, the DEI Manager is responsible for the design, coordination and implementation of diversity, equity and inclusion strategies and initiatives.

The strategies and initiatives implemented will focus on promoting the principles of DEI and measuring the impact of the city’s DEI efforts in the areas of departmental policies and practices, training and education, and community engagement. This position serves as a Human Resources Department team member and participates in the design, implementation and execution of day-to-day and long-term Human Resources responsibilities, as assigned.

Essential Functions

Leadership

Motivate, coach, develop and encourage staff in a collaborative and compelling manner to support the city and its objectives.
Demonstrate inspirational leadership, promote collaboration at all levels and empower staff to be innovative decision-makers.
Foster a respectful workplace culture and champion diversity, equity and inclusion.
Assist in staff development in a manner that inspires professionalism, strong inter- and intradepartmental communication, team building and alignment with city values.
Participate in professional organizations and implement best practices where appropriate.
Participate in citywide training designed to strengthen interpersonal, communication and leadership skills.
Manage budgets and resources in a cost-effective manner and demonstrates an ability to be creative in maximizing available resources.

Coaching/Consulting

Support the city manager, staff, city council, and boards and commissions by serving as a citywide resource and partner on matters related to diversity, equity and inclusion.
Support leadership in the establishment of ongoing work in organizational DEI initiatives and outreach, objectives, and strategies.
Partner with city leadership to develop and implement strategic plans for improving DEI at every level of the organization.
Conduct internal surveys, facilitate focus groups, or perform other methods of data collection in order to create metrics and outcomes for DEI initiatives. Provide progress reports on a regular basis.
In partnership with senior leadership, develop and implement strategies for communicating the city’s commitment, vision and outcomes related to DEI.

Training/Education

Design, coordinate and implement citywide on-going training, education, and learning programs for staff in the areas of DEI and general professional development topics such as leadership, communication, emotional intelligence, etc.
Work with the senior leadership team to establish DEI as a shared value and to raise awareness, competence and action across the organization.
Foster an environment of continuous learning and improvement.
Maintain DEI dashboard to track and promote city progress in training, education and other areas of DEI.

Community Engagement

Develop, coordinate and advance the city’s community engagement strategy in partnership with the senior leadership team, community stakeholders, and other city staff.
Establish relationships and collaborate with culturally specific organizations, educational institutions and individuals interested in volunteering or partnering with the city or broader community on DEI issues.
Participate on and/or lead and facilitate cross-departmental teams, work groups and committees established to achieve the strategic DEI objectives of the city.
Collaborate with community partners and establish relationships with marginalized communities to provide city services, education opportunities and connection within the community.
Act as a citizen resource and referral agent for resources and social supports.
Other Duties
Assist with the design, implementation and execution of day-to-day and long-term Human Resources responsibilities.

Qualifications

MINIMUM QUALIFICATIONS

Bachelor’s degree in a related field or equivalent education and experience.
Five years of DEI experience that includes coaching/consulting, training/education and community engagement.
Three years of experience leading and managing DEI programs.
Flexible and collaborative leadership style.
Strong interpersonal, group facilitation, problem-solving and communication (listening, writing, speaking) skills.
Experience leading conflict resolution and organizational change.
Valid driver’s license with good driving record.

DESIRED QUALIFICATIONS

Relevant public sector experience; understanding of public process methods.
Experience working with elected officials, advisory boards and/or boards of directors.
Experience in the creation, facilitation, and presentation of DEI training.
Experience working on behalf of diverse populations to dismantle barriers to diversity, equity and inclusion.
Successful record of influence, community building, relationship building & networking, and deploying effective programs for diversity, equity and inclusion.
Experience employing effective leadership and problem-solving skills to bring about transformational change in an organization.
Fluency in Hindi, Russian, Somali or other non-English language(s) commonly found in the community.

Ability and desire to work effectively as a team player; valuing diversity, cooperation, collaboration, and mutual respect at all levels.
Knowledge of effective trends and practices related to the development and implementation of a DEI strategy.
