QUALIFICATIONS

REQUIRED:
Bachelor’s degree in human resources or related field and/or two years proven work experience in the human resource field.
Good writing, spelling, and verbal skills.
Experience in organizing and maintaining records and filing systems.
Proficient with Microsoft Office Suite or related software.
Demonstrated working experience in HRIS and/or payroll system.
Excellent time management skills with the proven ability to meet deadlines.
Excellent interpersonal, negotiation and conflict resolution skills.
Thorough knowledge of employment-related laws and regulations.
Must maintain confidentiality with payroll, benefit, and personnel information.
Valid driver's license.

PREFERRED:
Experience in a social service, correctional, or residential treatment setting.
SHRM-CP or PHR certification.
Paycom experience.
At least two years of computer payroll preparation and benefits administration experience.

Alternatives, Inc. is a non-profit corporation based in Billings, Montana. Since opening in 1980, the organization has provided both residential and non-residential supervision and treatment programs for state and federal inmates in Yellowstone, Carbon, and Stillwater Counties. We promote public safety and challenge offenders to become responsible, productive citizens through firm, fair, consistent supervision, treatment, and education.

STAFF SKILLS AND VALUES

SALARY AND BENEFITS

The current starting salary for the position is $23.00 per hour, although consideration will be given the successful candidate's experience and educational background. Candidates who are SHRM-CP or PHR certified may be considered at a higher rate of pay.

Permanent full-time employees of Alternatives, Inc. are entitled to sick leave, vacation leave, individual health insurance, and retirement benefits. Alternatives, Inc. participates in the State Workers Compensation and Unemployment Insurance plans.

Permanent part-time employees are entitled to a pro-rata share of benefits based on the percentage of full-time hours worked (full-time = 40 hours per week).

Specific detail regarding benefits will be provided upon request at the time of interview or at the time of hire.

DUTIES AND RESPONSIBILITIES

General Overview:
The Human Resource Generalist - Talent Acquisition is directly accountable to the Director of Human Resources of Alternatives, Inc.

The HR Generalist is responsible for providing support to the HR Team and manage employee life cycle processes. Primary responsibilities and duties include; talent acquisition, recruitment, onboarding, orientation, offboarding, assisting develop personnel policies and procedures and ensuring the organization complies with federal and state contracts, laws and regulations.

General Requirements:
1. All employees of Alternatives, Inc. are responsible for reading and complying with standards and procedures in the following documents:

a. Employee Handbook

b. Standard Operating Procedures

Specific Duties:
Employee Life Cycle Recruitment efforts to include develop internal and external job announcements/postings, review applications, process applications, schedule interviews, and participate in interviews.
Complete necessary Employee onboarding requirements.
Complete and monitor initial employment background checks.
Facilitate portions of orientation, in conjunction with the HR Training Specialist.
Maintain HRIS Employee files to include completion of documents and checklists.
Ensure accuracy of procedures for new hire, transfer and terminations.
Maintain interview questionnaires in compliance with federal and/or state required materials.
Assist in maintaining and write job descriptions.
Maintain personnel electronic and paper files.
Ensure compliance with licensed personnel annual license update.
Register for and attend Job Fairs as appropriate.
Maintain affirmative action program and complete annual reporting requirements.
Assist in the development and implementation of personnel policies and procedures.
Maintain company organization charts and the employee directory.
Maintain human resource information system records and compile reports from HRIS, as requested.
Process staff evaluations in the HRIS and maintain due date list.
Prepare materials as needed for audits, RFP’s and grants, when necessary and requested.
Request staff clearance as appropriate for FBOP, USPO and CTS and maintain rosters.
First of the month duties, as assigned.
Process degree verify on new hires and transfers when necessary.
Ensure compliance with USCIS Form I-9 Employment Eligibility Verification.
Facilitate, track and monitor 45-day Employee Check In’s.
Ensure staff are compliant with TB and Hep-B mandates.
Complete new hire employee reference checks.
Maintain staff fraternization reports.
Handle employee relations, as directed.
Coach, counsel, and guide managers before executing employee disciplinary actions.
Report, maintain, and monitor all workers’ compensation case files and follow-up on open cases. If the Worker’s Comp issue requires an ergonomics workstation review (ex. physical disability), contact State Fund’s Safety Management Consultant to set up a review appointment and follow through with any recommendations.
Maintain and process all Unemployment Notices of Entitlement and potential charges in timely, efficient manner. Attend unemployment hearings when necessary.
Ensure OSHA tracking and reporting is adhered to according to law.
Administer Family or Medical Leave and Leave of Absences for staff.
Administer applications for the Short Term/Long Term Disability.
Remain current and knowledgeable on current systems used by HR (HRIS, ATS, etc.).
Oversight and weekly check of work performed by Payroll and Benefits Generalist.
Assist and cross-train with all other HR Team members for coverage and/or responsibility sharing.
Attend meetings as assigned.

Other:
1. The HR Generalist is responsible for informing their supervisor of significant developments related to Alternatives, Inc. Such issues are to be reported expediently, based on his/her assessment of the importance of the issue. Examples include:

Any resident/client involvement in the legal system or in violation of program rules and regulations.
Threats of legal action.
Public Relations problems.
Resident/client complaints.
Fraternization issues.
Medical incidents/accidents.
Repair requirements on van or facility.
Schedule changes, leave requests, reporting in sick and any unauthorized departures from the office.
Any suspected or confirmed violation of agency rules by clients.

2. The HR Generalist is expected to report to his/her supervisor in an expedient fashion all areas of noncompliance with program procedures, along with suggested remedial plans or interventions.

3. The HR Generalist is expected to be flexible in assuming new duties and schedule changes. He/she is to be creative in establishing or modifying program operation procedures and obtaining approval of the appropriate authority previous to implementation.

4. Assume all other duties as assigned.
