Description

The Idaho Division of Human Resources (DHR), Executive Office of the Governor, is seeking a Recruitment Manager to join our team. This position will provide leadership, support, and vision to the state’s agency recruitment staff and hiring managers to hire qualified employees for the State of Idaho.

This is an excellent opportunity for a highly-motivated team player who is able to build effective working relationships with state agency leadership, supervisors, human resource staff, and employees. Example of Duties

Develop new strategies and programs to attract candidates;
Create a marketing strategy and communication plan to brand state employment as a preferred employer;
Work with local colleges, universities and other organizations, such as the Department of Labor and Workforce Development Council, to recruit qualified candidates for state jobs;
Work closely with agency leadership and recruiters to develop recruitment plans and provide resources to hire candidates in a timely manner;
Partner with leadership on executive-level recruitment efforts and contract with headhunters as needed;
Update current and design new recruiting procedures and systems (e.g. job application and onboarding processes);
Track, monitor and report on recruitment metrics (e.g. time to hire, numbers of applicants, cost to hire);
Recommend and implement new sourcing methods;
Research and choose job advertising options;
Advise recruiters and hiring managers on interviewing techniques and conduct training on interviewing practices;
Coordinate with recruiters and department managers to forecast future hiring needs;
Track labor legislation and inform recruiters and managers about changes in regulations;
Participate in job fairs and career events;
Build the company’s professional network through relationships with HR professionals, colleges and other partners
Manage and develop recruitment programs, such as internships, sponsorship, apprenticeships, etc.
May supervise employees.
Other duties as assigned.

Minimum Qualifications

Some knowledge of: management practices
Experience managing a major program and supervising staff.

Extra Credit:Good knowledge of:
Employment laws.

Experience:
Developing and implementing recruitment strategies.
Creating marketing and communication plans.
