The Department of Revenue, Child Support Services Division (CSSD) is seeking talented and experienced candidates to fill a Data Processing Manager 1 position.

What you will be doing:
Our IT is made up of nine talented programmers who work together in a successful team environment. Under the supervision of the Data Processing Manager 2, this position is responsible for managing operations, managing projects, supervising Analyst/Programmers, and providing research and documentation. The day-to-day operations and projects are challenging but provide positive outcomes that make real differences. We continually strive to simplify and find efficiencies by taking a proactive approach to our work.

The position is in the LPPG, across the street from the Atwood Building in downtown Anchorage. We have a bright, personable, nine-person programming team and promote a positive, professional work environment. Who we are looking for:
The ideal candidate will be motivated, highly ethical and intellectually curious. We need someone who is motivated to help the division with multi-year projects to modernize Alaska’s child support services system. Thinking “outside of the box” beyond how things have always been done is preferred. The individual selected should be a team player and with a strong IT background focused on leadership, project management, programming languages, and technology advancement. The position also requires strong business analysis skills to properly determine project requirements.

Key responsibilities include:
Business analysis and requirements gathering with business units to thoroughly understand business needs and processes.
Work with the business units to clarify ambiguity and find appropriate technical solutions.
Investigate new technologies for recommendation to enhance business needs and processes.
Project management to include project planning, meetings/updates, work estimations, and issue/risk resolutions.
Ensure mature software development methodologies are followed.
Technical documentation.
Proper triage of issues along with efficient resolution.
Appropriate and timely communication.
Operational management of IT team and duties.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

Data Systems: Knowledge of computer hardware and software development and systems as they apply to the conception, specification, analysis, planning, development, installation, test, modification and use of data handling and computing systems.
Database Management Systems: Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Developing Others: Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
Critical Thinking: Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Client Engagement/Change Management: Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

Equivalent to those typically gained by:
Training in information technology or a similar field with progressively responsible professional experience that developed expertise in one or more IT functions and the provision of IT services to business and public users and includes prior lead and/or supervisory responsibility.

Positions may be identified as being significantly involved in the following options: operations; programming/analysis; specialized support, such as technical services, data communications, data base (DBMS) administration information management, etc. Systems software and hardware used must have been equivalent in size and complexity to computer systems used by the State of Alaska.

ALASKA PUBLIC SAFETY INFORMATION NETWORK (APSIN) BACKGROUND CHECK
This position requires the use of the Alaska Public Safety Information Network (APSIN). A security clearance issued by the Department of Public Safety (DPS) is necessary to use APSIN. DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction, or who may be a fugitive from justice. Additionally, security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application for security clearance.
