The Idaho Department of Health and Welfare is currently seeking a full-time Health Program Manager (de facto State Dental Director) for the Idaho Oral Health Program (IOHP). This position is located in the Division of Public Health in the Bureau of Community and Environmental Health in Boise, ID and is eligible for teleworking. The IOHP is a federally funded program that works with partners throughout the state to ensure all Idahoans are free from oral disease, enjoy optimal oral health, and have access to oral healthcare. Applicants should have strong oral and written communication skills, strong attention to detail, proven project and time management skills, experience as a manager, and strong public health evaluation experience.

The purpose of the Idaho Oral Health Program (IOHP) is to promote and support public-private partnerships to work collaboratively toward a shared vision for oral health through: delivering prevention services and expanded access to affordable dental care, assessing and monitoring dental disease rates, using evidence-based strategies to promote best oral health practices and policies, delivering/coordinating community disease prevention programs, such as school-based dental sealants, fluoride varnish, silver diamine fluoride, teledentistry, oral health screenings, community water fluoridation programs, building collaborative partnerships through strategic facilitation to promote programs and policies, and assisting in developing an adequate oral health workforce.

The oral health of Idahoans is becoming more critical. This position works collaboratively with partners to increase the recognition of oral health, especially through the lens of health equity and health disparities. The successful candidate should have a passion for helping people, leading innovative approaches, and guiding data collection to strengthen efforts.
This position may require some in-state and out-of-state travel to facilitate local/statewide meetings, trainings, and conduct site reviews. The position requires an individual with skillful facilitation, relationship, and partnership-building skills.

Benefit Information:
Our generous benefits package increases the total compensation of a full-time (benefits eligible) Health Program Manager making $30.16/hour to an estimated $42.26/hour.

Example of Duties

Plans, develops, and implements goals, objectives and activities for the state Oral Health Program
Collaborates with oral health champions and stakeholders across the state to facilitate, convene, and build partnerships to achieve a shared vision for oral health
Provides technical assistance and serves as a liaison with other agencies and organizations to adhere to the Association of State and Territorial Dental Directors’ State Oral Health Program Competencies
Provides public health expertise as it relates to oral health to community partners and the public
Coordinates program and grant evaluation activities at the state and national level
Develops and manages grants and prepares federal and state grant reports
Develops and monitors program budgets, reporting instruments, and systems
Translates program information and analytic findings into user-friendly materials for providers, patients, and the public
Partners with organizations such as the Idaho Oral Health Alliance, Idaho State Dental Association, Idaho Dental Hygienists’ Association, and others to identify ways to improve oral health outcomes
Partners with the Idaho Oral Health Alliance to coordinate strategic planning for the development and maintenance of the Oral Health State Action Plan/Oral Health Improvement Plan
Partners with Idaho Public Health Districts to provide community-based oral health programs
Develops and negotiates subgrants and contracts with state and local agencies to advance oral health program goals and objectives
Coordinates activities with other state agencies working to address oral health and chronic diseases
Enhances surveillance of oral health data by identifying data sources, improving data reporting, and presentation through a data dashboard.
Increases comprehension and improves epidemiologic understanding of the oral disease burden in Idaho

Minimum Qualifications

Considerable knowledge of health program needs assessment and program development, implementation, and evaluation
Experience developing and implementing or managing public health programs
Experience coordinating health services or public health programs with various agencies and organizations
Experience providing health program consultation to organizations and programs
Experience evaluating health related educational materials
Experience writing grant proposals

Supplemental Information

Below are additional qualifications. They are not required, however, having the minimum qualifications and the education and/or experience below will increase your score. Please answer each item below with enough detail to determine you meet each requirement to receive extra credit.

Good knowledge of oral health care industry. Requires at least one year of oral health care experience or licensure as an oral health care professional.
Experience managing budgets. Requires at least two years of experience managing budgets from different sources, including budget development and justification.
Experience managing grants or subgrants. Requires at least two years of experience managing grants or subgrants with government, public and private healthcare agencies.
Experience in data collection and evaluation. Requires completing at least one upper-division college class (or higher) in data collection and evaluation methods, or at least one year of experience in a job where data collection and evaluation were a substantial amount of the job duties.
Bachelor’s Degree, Master’s Degree preferred, in Public Health, Environmental Health Science, or related field.
