Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the leadership of the Access & Engagement Supervisor, this position is primarily responsible for accessing resources for providing intervention and emergency services for homeless persons residing in non-traditional housing within the 15 Council Districts in Los Angeles.

Team members offer homeless people the opportunity to end their current homeless situation. As these services and referrals are provided to homeless persons where they are living, team members spend a major portion of their workday in the field using LAHSA’s vans and mobile communications equipment.

Team members will serve in the assigned Service Planning Areas (SPAs):

Essential Job Functions

Work with team members to assist homeless people in response to requests received and while performing outreach duties
Work to identify and investigate homeless situations based on requests received
Provide linkages to resources available for the homeless population
Maintain a comprehensive up-to-date resource base for homeless services and referrals
Maintain up to date Clarity (HMIS) Records for services provided to clients directly in the field
Work with Senior staff to plan daily schedule
Maintain professional relationships with offices of local government, and City and County Departments
Represent LAHSA at community meetings and advocate for clients at CES and Case Conferencing meetings
Review Request for Services to identify areas of necessary follow-up
Not limited to duties assigned by management for region or department needs
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is a very active position. While performing the duties of this job, the employee is regularly required to walk; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move items over 10 pounds.

Knowledge, Skills & Abilities

Experience performing intakes and assessing social service needs
Working with substance abusers and/or persons with multiple diagnoses
Ability to maintain professional relationships with diverse organizations and community representatives.
Good conflict resolution skills
Work and lead teams with professionalism
Applicants should possess a positive attitude, an ability to comfortably interact with diverse populations, be energetic and independent, and have a strong desire to learn.
Good communication typing skills and computer proficiency, including Microsoft Office Suite.

Training & Experience

Minimum 2 combined years’ experience (paid/unpaid) and demonstrated effectiveness work in social services, preferred homeless services
Certificates and/or trainings specific to domestic violence, mental illness, and harm reduction, preferred
A high school Diploma is mandatory, however an A.A. degree with relevant social service work experience and bilingual (English/Spanish) is preferred.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
Candidate must have a valid California Drivers’ License and a good driving record for a minimum of 3 years.

COVID-19 Vaccines

Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.
Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.

Medical/Dental Insurance LAHSA pays a portion of the premiums for medical and dental benefits to all full-time employees and their dependents. Employees are responsible for the difference in the premiums through automatic bi-monthly payroll deductions. Medical plans are administered through ADP TotalSource. The following are enrollment options: Medical HMO/PPO: Kaiser Permanente, Aetna Dental HMO/PPO: Guardian Dental VSP Vision Plan LAHSA offers this voluntary comprehensive vision plan to all full-time employees through ADP TotalSource. It includes yearly comprehensive exams, lenses, frames and contact lenses. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions. AFLAC Supplemental Insurance LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions. ADP Flexible Spending Accounts LAHSA offers employees this voluntary flexible spending account plan through ADP TotalSource. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions. LegalShield Legal Benefits LAHSA offers this voluntary legal benefit which provides access to quality law firms. Other benefits include personal, business and pre-existing conditions medical advice, 24/7 emergency assistance, letter and phone calls on your behalf, legal document review and standard will preparation. All premiums are paid 100% by the employee through direct payment. VPI Pet Insurance LAHSA employees may purchase pet insurance through VPI. This insurance provides a financial safety net for unexpected veterinary expenses. All premiums are paid 100% by the employee through direct payment. Life Insurance LAHSA pays 100% of premium for $50,000 basic life insurance and AD&D coverage through ADP TotalSource. Voluntary Life InsuranceEmployee may purchase additional life insurance through Lincoln Financial Group for themselves, a spouse, and/or dependent children. Employee benefit may be elected in increments of $ 10,000 not to exceed 5 times your annual salary or $500,000 whichever is less. Guarantee Issue amount: $100,000. Long Term DisabilityLAHSA pays 100% of premium for long term disability coverage through ADP TotalSource. State Disability/Unemployment InsuranceLAHSA participates in both state insurance programs. Pension PlanLAHSA provides a 401A pension plan through Lincoln Financial Advisors Corp. After 6 months of employment, employees are eligible for contributions of 5% of employees' salaries with a qualification date of 500 hours or 6 months after date of hire.*Vesting schedule: 3 years = 100%, 2 years = 66%, 1 year = 33%**Temporary status employees are not eligible for 401A. Deferred Compensation PlanLAHSA provides an optional 457 Deferred Compensation Plan through Lincoln Financial Advisors Corp. Employees may elect to defer up to $18,000 per year of their earned salary for income tax purposes. Deferred earnings are not taxable until the time of withdrawal from the plan and/or retirement. VacationFull-time employees accrue vacation leave at a rate of 2 weeks (10 days) per year, with an additional week (5 days) increase after 5 years of employment. Maximum accrual for vacation leave is 200 hours.Sick LeaveFull-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual for sick leave is 160 hours. Personal Sick LeaveFull-time employees may use up to forty hours (5 days) of sick leave per calendar year for personal use. Personal sick leave can only be taken if the employee maintains a minimum of twenty-four hours of sick leave. Paid HolidaysFull-time employees receive 12 paid holidays and 1 "floating" holiday per calendar year. ParkingEmployee parking is paid by LAHSA in an established nearby garage.
