General Statement of Duties
The Human Resources (HR) Generalist is responsible for a variety of professional level and administrative HR duties in a strict confidential setting. Daily tasks include some or all of the following functional areas; employee relations, recruitment and retention, compensation and benefits, policy and procedure interpretation; HRIS programs, training, and other related duties as requested.
Classification Summary
The HR Generalist role is to answer inquiries and provide information to County employees regarding personnel policies, practices, and procedures; communicate extensively with the public, both verbally and in-person, in a professional and effective manner; accept, process, and maintain employee forms and other personnel documents; interpret and explain federal and state laws, job requirements, personnel policies and procedures, and benefits. This position reports under the general direction of the Human Resources Director (HRD), but some latitude is granted for the exercise of independent judgment and initiative. Tasks are performed in a general office environment.

Essential Duties and Responsibilities:
Provide information and answer questions regarding personnel policies and procedures;
Process and maintain required employment forms;
Maintain strict confidentiality in all aspects of County Human Resources actions, records, practices, policies, and procedures;
Serve as the point of contact for employees with inquiries or need assistance with benefit related issues, questions about policy and procedures, and general employment questions;
Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity;
Assist the HR team in the development and dissemination of communication and information materials on benefits plans to promote employee benefits programs;
Assist with recruitment and selection process including posting job openings and advertisements, receiving and processing applications, answering inquiries, and maintaining applicant tracking;
Work with third-party in processing unemployment claims;
Prepare and follows through on workers compensation claims and issues;
Assist with employee ADA requests;
Enter employee data into HRIS system, automate and maintain the HR form bank, scan employee files into document management system;
Maintain HR computer files, records, personnel files and functional files in a confidential and secure manner;
Manage and track all employee leaves (i.e. Military, FMLA, LOA);
Conduct new employee and benefits orientation;
Work with TPA to manage eligibility, COBRA, HIPAA and other legal medical notices;
Prepare personnel resolutions for the Board of County Commissioners (BOCC), review and maintain resolutions binder;
Assist with the employee evaluation process;
Complete special projects assigned by HRD;
Performs all work duties and activities in accordance with County policies, procedures, and safety practices.
Cross-train for support of Department Generalists;
Prepare HR related correspondence, memos, reports, announcements, and related communications, as requested;
Perform other related duties as assigned.
Skills and Abilities
Demonstrated working knowledge of:
County policies, practices, and procedures related to personnel practices and employment;
Operation of standard office equipment and a personal computer with job-related software applications for word processing, spreadsheets, database creation and maintenance, information storage and retrieval, and related tasks;
Federal/state/local employment laws such as FMLA, COBRA, ADA, USERRA, PDA, FLSA, and worker’s compensation;
Unemployment processes and procedures;
Benefit programs;
Training practices and procedures;
Standard record maintenance procedures applicable to HR offices;
Current office practices and procedures.
Demonstrated ability to:
Follow oral and written instructions;
Comprehend, interpret and clearly convey to others the County’s policies, practices, and procedures;
Compose correspondence and research and prepare clear and concise reports related to personnel functions;
Maintain records efficiently, accurately and confidentially;
Establish and maintain effective and professional working relationships with County employees, elected and appointed officials, management, outside insurance carriers, and the public;
Communicate professionally and effectively both orally and in writing;
Use logic and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Acceptable Experience and Training
High school diploma or GED equivalency and;
Two (2) years of progressively responsible HR Generalist experience or;
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work;
PHR Certification or SHRM–CP preferred.
Special Qualifications
Must successfully complete a criminal background check through the National Crime Information Center (NCIC).
Essential Physical Abilities
Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, hear within the normal range of conversation, and communicate in person and by telephone;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and prepare and review a wide variety of written and electronic text materials;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate computer equipment and standard office equipment;
Sufficient personal mobility, agility, strength, and physical reflexes, with or without reasonable accommodation, which permits the employee to stand and sit and work at a keyboard for an extended period of time and work in an office environment.
