POSITION SUMMARY:
The Licensing Specialist for Foster Family Services provides all necessary documentation for Foster Parent Licensure and ensures compliance with all regulatory and program standards. This position may also conduct in-home visits and provide recommendations for matching and placement of youth in a Foster home.

ESSENTIAL FUNCTIONS & DUTIES:
Implements and ensures compliance with all contractual, regulatory, program, and accrediting body standards.
Provides necessary documents for licensure and certifications as required.
Assists in assuring compliance with Boys Town policies and procedures and monitors quality of services in foster family homes.
Participates in the placement of youth by completing assessments of Foster Family strengths for appropriate matching of children as needed.
Assesses and verifies the adequacy of applicant background and financial status including medical evaluations and criminal registry clearances.
Assumes responsibility for the completion of licensure for the Foster home; assesses applicants and makes placement recommendations as needed.
Conducts home study for licensing as required by site or by contract.
Conducts regular, periodic in-home visits with the Foster Parents to discuss licensing information.
Reviews youth in need of placement and identifies appropriate options from the pool of available Foster Parents and facilitates pre-placement visits; identifies emergency Foster Homes and assists in emergency placements as needed.
Conducts necessary reviews for re-licensure.
Drives Boys Town vehicle as needed to transport youth or complete duties of the job.
Coordinates, plans, and conducts recruiting and training for Foster Parents as needed.
Conducts pre-service and in-service training activities.
Schedules and arranges facilities and materials for training.
Conducts initial interviews and orientations with potential Foster Parents to assess skills and abilities and alignment with Boys Town philosophy.
Handles telephone and mail inquiries from potential Foster Parents.
Serves as a role model in carrying out the Father Flanagan's Boys' Home mission.
Directs all activities towards the fulfillment of the Boys Town mission
Directs all actions to reflect the values and principles of Boys Town
Establishes and maintains an environment that encourages teamwork, collaboration, and ethical behavior
Maintains regular, reliable and predictable attendance
Supports other members of the management team and their work
Other Duties: This job description incorporates the essential functions and duties required for this position. However, other duties may be required and assigned at times and as determined by a supervisor in order to meet the needs of the organization

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of and experience with foster care licensing procedures.
Advanced critical-thinking and problem-solving skills, including ability to make assessments and use sound judgment.
Advanced verbal and written communication skills.
Ability to maintain a high level of confidentiality, professionalism, and role modeling.
Ability to work with confrontational clients and their families.
Knowledge of the Boys Town Model.

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
Bachelor's degree in the Social or Behavioral Sciences or equivalent is preferred.
1 to 2 years of experience; 1 year of program experience is preferred. Additional education and experience may be required by state regulations and laws.
Must possess a valid driver's license with a good driving record and pass an annual Motor Vehicle Registration (MVR) check.
This position may require flexible hours, including evenings and weekends.
