Duties

Provides expertise to other MSHA personnel on data capabilities and parameters. Provides data to stakeholders outside of MSHA to enhance and develop safety programs. Plans, organizes, and conducts reviews of programs, policies and procedures. Participates as an evaluator/investigator in program areas.

Generate data on MSHA Enforcement activities and mining injuries and illnesses. Participates in development and maintenance of MSHA's Key Indicator Report Program. Develops techniques for the evaluation of programs using statistical sampling, data quality and reliability assessments and tests of significant statistical significance and error.

Plans, executes and provides expert advice and data interpretation quantitative analysis. Interpreting the results of the analysis and identifying trend indicators and their consequences. Serves as expert data analyst following major mine accidents.

Conducts presentations on data capabilities to internal and external stakeholders.

Provides written report of data analysis and research from major mine accidents to the Secretary of Labor.

Requirements

Must be at least 16 years old and a U.S. Citizen.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience for this position includes all of the following:

Generated data from websites, presentations and testimonials.
Provided expert advise on data capabilities and parameters.
Participated in the development and maintenance of key indicator reports.
Provide expertise using qualitative analysis and data interpretation.
Used statistical sampling methods, data quality and reliability assessments and tests of statistical significance and error.
Complete complex reviews of programs, policies and procedures.

There is no substitution of education for the GS-14 level.
