Are you the person everyone can rely on and has the ability to work with various personalities? If so, Idaho Transportation Department is looking for you! Idaho Transportation Department, District 3 office in Boise, ID, is searching for an administrative team-player who can support multiple programs at once and is highly comfortable with technology.

This position will provide high-level complex administrative and technical support for programs. The incumbent will work independently with minimal supervision within a broad framework of policies, procedures and program standards. The incumbent will use independent judgment to complete tasks, share program knowledge, and promote the use of best practices. This position requires an individual who is highly-organized, has proven experience managing multiple programs at once and is comfortable with technology.

The successful candidate will be able to develop and maintain effective relationships with others, execute program goals, and constructively communicate with a wide range of contacts within and outside the agency.

Example of Duties

Program Knowledge:
Research laws and regulations to ensure program compliance with requirements
Identify discrepancies and determine best solution
Serve as technical program expert to respond to questions or find resolution to problems that are outside a normal application
Assure program compliance with associated state and federal regulations
Determine appropriate information and related materials for creation of databases and development of technical manuals
Establish, implement and monitor program policies and procedures
Identify changes needed for program or related system and make recommendations to management for implementation
Serve as the database expert for the identified program to edit or update fields and make minor programming adjustments
Evaluate and assign system security clearances
Central control point to approve/disapprove actions or requests for exceptions to requirements based on program knowledge
May approve or revoke permits or participation in program
Respond to in-person, telephone, e-mail, and written inquiries and requests from the public, vendors, and other local, state and federal agencies
Enter and retrieve data from databases and other automated systems

Communication/Training:
Provide training to department and local agency staff(s) and vendors on technical processes
Serve on departmental process improvement teams
Develop and revise program manuals, brochures, and forms
Convert technical material into information that is easily understood by non-technical users
Writes ad-hoc reports and provide statistical information to management
May represent the department at conferences and/or industry meetings

Examples of Duties:
Approve and reconcile financial transactions on daily basis
Reconcile monthly account statements
Manage surplus property disposal as needed
Coordinate Fixed Asset Inventory annually
Coordinate Adopt-a-Highway program and volunteers
Manage district safety footwear program
Serve as records retention coordinator
Coordinate installation, determine eligibility and process applications/fees of Logo and Tourist Orientated Directional Signs (TODS);
Research laws and regulations to ensure program compliance with requirements;
Track and develop monthly reports on status of accident/repairs/payment/refunds;
Assemble accurate and concise damage report package for invoice processing;
Coordinate with foreman/contractors/internal legal/revenue operations and external customers;
Serve as technical program expert by responding to questions or finding resolution to problems that are outside a normal application while assuring program compliance with associated state and federal regulations;

Minimum Qualifications

Experience determining program compliance with state or federal laws;
Preparing and presenting detailed information to groups of people;
Translating technical material into easily understandable oral and written communication.

Desired Qualifications:
Associate degree in business or related discipline is preferred.
Problem solving skills necessary to operate from an objective and develop sequenced action plans for completion of all phases of an assignment.
Ability to prioritize work in order to meet multiple deadlines, maintain schedules, and coordinate workload and schedule.
Ability to analyze technical problems and to develop and apply appropriate solutions.
Ability to communicate effectively thorough verbal and written correspondence.
