GENERAL DESCRIPTION:
Oversees the Air Service Development Program administration, which includes oversight of the Air Service Enhancement Program and the Capacity Purchase Agreement, including oversight of program budgets, project grants, educating on air service in Wyoming, producing air service reports, and providing subject matter expertise to stakeholders.

Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

Develops and forecasts program budgets
Reviews reimbursement requests from airport sponsors for state grant funds
Files and tracks information received for various air service projects and tracks the progress of each project
Keeps informed on current trends relating to commercial air service both locally, statewide, and nationally
Prepares profit and loss financial modeling and analysis for potential air service projects, including revenue, passenger, cost, and capacity forecasts
Prepares for and leads meetings with airlines, airport sponsors, local community air service development groups, economic development groups, the Aeronautics Commission, and Division staff concerning air service development
Provides guidance and expertise to communities regarding air service efforts
Coordinates and reviews technical work documents and work by subject matter expert third party consultants
Coordinates and manages ongoing support of the statewide Capacity Purchase Agreement program
Interprets statute and develops and coordinates policy, rules, and procedures governing the program
Provides analysis and materials for commission consideration
Reports on program/project progress to the aeronautics commission testify and reports to legislative committees and other required groups
Serves as coordinator and liaison between the aeronautics commission, state officials, county and local communities
Facilitates ongoing exit/entrance of communities, markets, and flights into the Capacity Purchase Agreement and coordinates with required groups
Reviews and processes air service consultant reimbursements
Produces and analyzes monthly, weekly, and daily air service reports
Serves as subject matter expert for information and data pertaining to air service in Wyoming
Updates reports which track statutory assurances, enplanements, leakage, on-time performance, pricing, schedules, and airline capacity for the nine commercial airports
Compiles statistics to assist in the drafting of legislative, commission, and general program reports and presentations
Serves as point of contact for the incorporation of air service projects into the Black Cat database
Collaborates with state and local agencies on efforts that assist in the education and promotion of air service for Wyoming
Educates and assists local communities regarding alternative sources of air service development funding such as the Small Community Air Service Development Grant Program and the Essential Air Service Program
Assists local communities and the airlines serving them in developing marketing and promotional strategies
Maintains the air service portion of the WYDOT Aeronautics web-site

Qualifications

PREFERENCES:
Preference may be given to individuals with degrees related to Aviation Management or Economics.
Preference may be given to individuals with progressive work experience in Business, Aviation Management, or Economics.

KNOWLEDGE:
Experience in air service development, airline planning, revenue management, or scheduling
Possess an expert level understanding of air transportation data collection and reporting standards
Possess an expert level understanding of air carrier operating models, route structures, and alliances
Possess an expert level understanding of airline economics, costs drivers, aircraft performance, capacity planning process, airline fleets, and macroeconomic trends
Possess developed research methods, and statistical analysis techniques
Ability to use critical thinking to develop policies and rules
Ability to strongly and effectively communicate program policies and requirements as well as airline trends and associated analysis to a variety of stakeholders
Possess the ability to translate large data sets into effective information
Professional presentation experience
Adept at using Excel, Word, and PowerPoint software or similar
Ability to develop and manage up-to-date databases

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)

Experience:
1-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Policy & Planning Analyst

OR

Education & Experience Substitution:
4-7 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Policy & Planning Analyst
