Duties
Serves as the state's authority in Single Family Housing program policies and activities.
Develops and makes policy decisions that will be in the best interest of the program.
Ensures that state office and field staff develop and maintain expertise in housing program law and regulation, credit counseling and loan processing, servicing actions and authorities, and customer service.
Ensures that loan/grant requests are processed, approved, and closed in accordance with Rural Development regulations.

Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

Ability to perform supervisory functions
Ability to provide program/project management and leadership
Knowledge of single family housing building construction standards and costs, plans and specifications, cost estimates, and contracts and inspections
Knowledge of single family housing loan making requirements
Knowledge of single family housing servicing requirements such as credit counseling, security servicing, debt adjustment, inventory property, or other servicing requirements
