Duties

Knowledge of Policy and Technical Programs:
Individually, or in conjunction with top regional or headquarters personnel, develops or significantly contributes to the development of regional and agency-wide policy related to Energy Savings Performance Contracting (ESPC), Facility Management and Facilities Engineering maintenance contracts. Works in concert with other recognized technical experts to develop a coordinated approach to unique problems and emerging technologies.

Energy Savings Performance Contracting (ESPC):
Responsible for coordinating and managing regional activities related to the ESPC program.

Performance contracts such as ESPCs and Utility Energy Service Contracts (UESCs) are contract vehicles that allow federal agencies to implement energy, water, and utility cost reduction projects without up-front capital costs. The utility savings pay for the capital costs over time (plus interest). The Energy Division provides guidance, contracting support, project management, and quality assurance.

The Engineering Technician's goal is to assist the Public Buildings Service in implementing and maintaining energy conservation measures (ECMs). They monitor the measurement and verification of energy, water, and utility cost reductions proposed by the Energy Saving Contractor (ESCO) ensuring the projects meet and/or exceed the guaranteed savings.

Participates as Commissioning team member, ensures information obtained by operations personnel during new construction turnovers supports seamless transition and safe, efficient operations.

Ensures Post-Installation Measurement and Verification (M&V) Report Checklist is completed, M&V guidelines are followed, and the M&V reports are updated annually.

Data Analytics:
Reviews data and reports submitted by the third-party Measurement and Verification (M&V) vendor to ensure government savings are being achieved in accordance with the ESPC project.

Oral and Written Communication:
Maintains contact with regional and/or headquarters personnel for the purpose of exchanging current program activities and proposed changes in policies and goals. Obtains information, advice or direction as required from peers and networks.

Clearly communicates program and policy updates and goals to key stakeholders.

The GS-13 salary range starts at $94,373 per year and will vary by location

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience in support for the Energy Savings Performance Contracting (ESPC) Measurement and Verification (M&V) processes to ensure that Energy Conservation Measures (ECM) are generating guaranteed energy savings and are performing as intended and meeting M&V requirements. Experience demonstrating in depth knowledge of Building Automation Systems (BAS), building networking, controls, and advanced meters.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

Expert knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
Knowledge of broad technical and operating background in the mechanical operations of building systems, including but not limited to: Electrical, Mechanical, and Structural.
Ability to read and analyze blueprints and drawings, review submittals and specifications.
Knowledge of the project lifecycle from needs assessment/requirements development to commissioning and turnover.
Skill in evaluating complex data, formulas, reports. When necessary, partner with key stakeholders to formulate strategies to ensure savings.
Skill in oral communications to present programmatic goals and policy to key stakeholders, customer agencies and leadership.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

Best Qualified = Candidates scoring between 95 - 100
Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
Qualified = Candidates scoring between 70 - 84
