WHAT WE OFFER

Major Tasks:

Laws & regulations monitoring and interpretation

• Identify, interpret, analyze and implement changes of or new laws, regulations, standards with regard to material handling, transportation and distribution safety from authorities, organizations and industry associations, and related guidelines and requirements from COV Management, HSEQ & TLS communities, to ensure the compliance in daily logistics operation.

TLS standard and guideline

• Develop new or update existing standard and guidelines related to distribution safety which are adapting to local market and in detailed to operation level to support COV business in Taiwan.
• CoRe#53 promoting, implementation and governance.

TLS safety audit & training

• Conduct safety assessment and re-assessment to logistics facilities and operators, including customer-related on-site audit (Tank Farm) and outsourced warehouses, trucking companies, ISO tank operators, depots/terminals/tank farms, consignment warehouses and storage tanks at customer side in Taiwan, and follow up to close the gaps.
• Conduct TLS trainings according to regulations to Supply Chain & Logistic team members, BE colleagues, logistic service providers on TLS workflow, standards and requirements, and share experience and transfer knowledge to identified customers.

Safety performance review and monitoring

• Set and develop TLS related KPIs, handle TLS related complaints, monitor, evaluate and improve LSPs’ performance on TLS.
• Carry out risk assessment / re-assessment (LSP) and analysis regularly based on the complaints, incidents and near-miss cases and working out /review risk control measures and implement.

Incident/near miss management and improvement

• Conduct investigation on each TLS incident according to regulation requirements to identify root causes, corrective actions and follow up until all counter measures complete.
• Analyze on incident historical data and make incident reduction and control plan. Take active actions to mitigate incident impact.
• Maintain incident telegram mechanism to share any incident cross functionally for lesson and learn.
• Standardize incident investigation methods to ensure all LSP follow same methodology and conduct complete investigation.

TLS annual report and data analysis

• TLS annual report preparation which includes all aspects of TLS management, such as incident tendency, complaint overview, regulations change, road ranger, industry standard etc. The report should reflect overall management situation on logistic safety annually.
• Data analysis on TLS related figures from audits, complaints and incidents. Figure out weak points and make improvement plan.

Internal communication and support

• Support APAC TLS team to develop Taiwan TLS guidelines and exchange information/practices with TLS teams in APAC region.
• Actively join Taiwan PGA and sustainability community activities and provide professional suggestions on logistic safety related topics.
• Support on COV in TW plants TLS activities, such as Lin Yuan Site (LIY), Changhua Site (YUP), Zhangbin Site (XIC), Xinhua Site (TAA), Pingtung Site (PIT).
• Support COV HK LSP in TW TLS related activities.
• Keep close communication with PSRA, HSEQ team and ensure timely information sharing.
• Support customers on logistic safety issues.

Industry associations and government communication

• Proactively join government affairs (Environmental Protection Bureau / OHSA / Firefighting / Transportation) and chemical association activities.
• Play part in Taiwan Toxic Chemical Substance (TDI) Transportation Mutual aid Team and support industry association activities as well as work closely with other member companies on TLS topics.

WHAT YOU OFFER

Qualifications:

• At least 5 years or more of solid experience in MNC Logistics or Transportation Safety or HSE (Health, Safety & Environment) function. Chemical industry experience is preferred.
• Additional 3-5 years of solid experiences in MNC Logistics operation and operation management in the chemical industry is a plus.
• Bachelor Degree in Business Management, Supply Chain Management or equivalent.
• Experience of conducting safety management system audits, applying audits for continuous safety improvement & ability of conducting safety trainings is a must.
• Technical knowledge & background on packed and bulk logistics processes and equipment (e.g. ISO tank structure, tank farm, parcel tanker shipping, port/jetty, etc.) is highly desirable.
• Familiar with relevant laws and regulations, industry standards and logistics operations.
• Confident and energetic with good communication and interpersonal skills. Able to motivate and influence people from diverse cultures, functions, regions and at different levels.
• Strong analytical and presentation skills.
• Dynamic, self-motivated and problem solver.
• Willing to travel for audits and trainings.
• Strong leadership skills including project management, teaching and coaching skills.
• Fluent in spoken and written Mandarin & English is a must, Taiwanese spoken is preferred.​
